In-person requests take about 15 to 20 minutes if you fill out the form first. All birth certificate orders are final. No refunds and no exchanges. For newborns, wait at least two weeks after the birth before asking for a certificate. The office also registers home births. The court keeps birth records before 1950 and handles delayed birth registrations. If you were born in Clermont County but never had a birth registered, the probate court is where you file.

To register a late birth, you need a letter from the Ohio Department of Health and the local health district saying no record exists. Then you submit proof like baptism certificates, school records, military records, or signed statements from people who knew about the birth. The filing fee is $30. You must pay by cash, check, money order, or certified check made to the Clermont County Treasurer. No credit or debit cards. You have to apply in person. After the court approves it, they send the entry to the Ohio Department of Health.
